create a new rule; give it a meaningful name
Add a Destination
give it a meaningful name and specify the destination
specify the conditions (in this case, name the countries where, if the code is scanned there, the user would be redirected to the OUTSIDE INTENDED MARKET landing page, click SAVE)
review and then click publish
