• create a new rule; give it a meaningful name
  
  
  
• Add a Destination
• give it a meaningful name and specify the destination
  
  
  
• specify the conditions (in this case, name the region where, if the code is scanned there, the user would be redirected to your custom URL, click SAVE
  
  
  
• review and then click publish
